While the Commonwealth exists to serve everyone in every member state, the Commonwealth has placed specific emphasis on youth development. I am happy to see so many young faces today. For this reason, my remarks will focus heavily on the youth and their relationship with the Commonwealth. |

Carriacou Maroon & String Band Music Festival |

Established in 2001, the Carriacou Maroon Music Festival is a unique indigenous event that celebrates the rich history and culture of Carriacou. For 2010 it is being merged with a string band competition to create a single compelling event that focuses on preserving the rich cultural expressions of Carriacou. The Carriacou Maroon & String Band Music Festival will offer visitors the chance to witness the traditional Caribbean practice of a 'maroon' – where gratitude is expressed for the last harvest and prayers offered for good fortune during the upcoming planting season. The three-day festival will therefore comprise of traditional songs, dance, drumming, food and other cultural performances. |

SAN JUAN, Puerto Rico (January 10, 2010) - The Saint Lucia Tourist Board is preparing for a strong start to another challenging year in tourism by participating in the Caribbean Hotel and Tourism Association (CHTA) Caribbean Marketplace 2010 which opens at the new Sheraton Puerto Rico Convention Center Hotel & Casino in San Juan on Sunday. Saint Lucia's team is led by Minister of Tourism and Civil Aviation, Senator Allen Chastanet and includes Permanent Secretary Titus Preville; Director of Tourism, Louis Lewis; Vice President of Marketing and Sales, Nerdin St. Rose; North American sales representative, Lorine St. Jules; and a strong delegation of hoteliers and tourism partners. |

Martinique, French Guiana to vote on more autonomy |

By RODOLPHE LAMY, Associated Press Two French Caribbean departments are debating whether to vote for more autonomy from France after operating under mostly French regulations and laws since World War II. The referendum is a first for French Guiana; Martinique presented a similar measure to voters six years ago. On Sunday, voters in both departments will choose whether to allow local governments more administrative freedom while remaining a part of France. "If we don't take this small step, we will deprive ourselves of an extremely important development tool, and we will send an extremely negative signal to France," said Claude Lise, Martinique's general council president. |
